Offline install of Raw Image Extension not working

The raw image extension will not work on computers that are not connected the the internet. Was able to run these two commands and if the system has access to the internet it works, but the system that don't, the windows photo app just spins and shows a blank screen and no thumbnail shows up in explorer.

dism /online /Add-ProvisionedAppxPackage /packagepath:__Download\Microsoft.VCLibs.140.00_14.0.33519.0_x64__8wekyb3d8bbwe.Appx /skiplicense
dism /online /Add-ProvisionedAppxPackage /packagepath:__Download\Microsoft.RawImageExtension_2.2.1222.0_neutral_~_8wekyb3d8bbwe.AppxBundle /skiplicense

is there any other setting required to get this to work for systems that don't have access to the internet?

    On a Windows machine that has internet access, run the same commands you mentioned to download the required packages to a local folder.

    On the offline systems, use the following commands to install the packages from the local copies:

    dism /online /Add-ProvisionedAppxPackage /packagepath:"<path_to_package>\Microsoft.VCLibs.140.00_14.0.33519.0_x64__8wekyb3d8bbwe.Appx" /skiplicense
    dism /online /Add-ProvisionedAppxPackage /packagepath:"<path_to_package>\Microsoft.RawImageExtension_2.2.1222.0_neutral_~_8wekyb3d8bbwe.AppxBundle" /skiplicense

    Replace <path_to_package> with the actual path to the location where you copied the downloaded packages.
