Data Modeling in Power BI

I have functions of onroll and offroll employees in 2 separate sheets, the functions are common in both, while trying to connect the data in both sheets, in data modeling tab, i am facing the below error and its not allowing me to save. i need suggestions for what type of relationship should be established in both tables in modeling view.
