Setting repository membership privileges does not work

Greetings mates,

I am hoping this is the correct forum for this thread.

We have an organization called ABC for the purposes of this question.

Within this organization, members are either given members only privileges and Owners privileges.

Within this organization also, there are visibility rules.

As you guys know, owners can set privileges that cannot be overridden by member.

During configuration of these repositories, there are private and internal visibility rules.

The issue we are currently facing is that an owner sets visibility rule of either private or internal.

However, a member still has the ability to switch the visibility rule from one to the other.

For instance, an owner sets the visibility for a repository to internal.

The assumption is that a member cannot change it but in our case, members are able to switch to private.

Any ideas how to fix this?
