Migrate work items, test cases with links to user stories, history from tfs 2015 to tfs 2017

Hi, Scope of project: We have to migrate the product backlog from TFS 2015 to TFS 2017. This migration includes - Epics, features, user stories, tasks, test cases with links to user stories, and attachments. Current Approach: Using Team Plugin within Excel provided by MSFT, we are able to migrate everything except for the following challenges that we have seen. Challenges: 1. TFS 2015 has Features-> Epics-> User Stories and TFS 2017 has Epics -> Features -> user stories. This isn't a big issue as the feature and epic templates have pretty much the same fields so it would be a simple name swap while maintaining the hierarchy. Excel has been able to take care of this. 2. Establishing links between test cases and user stories - We have not been able to identify if this could be achieved with Excel approach. 3. Attachments - This probably will require a manual approach if we were to opt for Excel route. 4. History of all work items. Options? 1. #2 is our biggest challenge. Is there is a way to establish links between test cases and user stories using Excel, this would solve the majority of our problems. 2. We explored some tools but they are pretty expensive costing close to ~$100k. Is there any other option for our use case that'd make this migration easy?
