I think I figured out the problem. When I deployed the HIPAA HTRUST regulatory compliance, I left the default parameter values. This expected every Network Watcher region to be enabled. I updated the parameter values to only include U.S. regions, and now the policy is clearing in the Policy section of Azure (see below). I noticed now though that the policy is still not clearing in the Security Center Regulatory Compliance Dashboard, and it's been over 24 hours.
