Hide Add App Menu from the Gear Icon for the members

Is it possible to hide Add App ? Because we want to restrict Members only to List and Document Library creations.

Please check your permission level settings. In my test, if the user has read-only permission, the "add app" option is missing.

In my test, this option was displayed incorrectly once or twice when the page jumped, but when I clicked "add app", it showed no permission.

Below is my read-only permission level setting：

If this user has the contribute and modify permission, the Add App option cannot be hidden. This is a by design phenomenon
