Try setting an Outlook redirect rule to do this. If the redirect is to an external recipient, you will need to account for that:

hi, everyone.
we are using o365 exchange online and EOP funtion are using too.
also i know mail flow of EOP as follows.
I want to run custom rules after spam protection because redirect email before Spam check via EOP.
so, is it possible to configure it as follows?
receive mail > spam check(via EOP) > if spam insert any header code(maybe SCL number?) > mail redirect.
please help me.

According to my research and test, EOP's workflow is by design, I have not found a plan that can be changed.
As a solution:- You could set the conditions of the mail you want to redirect in the transport rule in advance, such as sender, SCL and so on.
- You also could create a inbox rule, this will redirect the eligible emails to the specified email address after reaching the mailbox.
- I agree with what Andy said, if you redirect the email to external recipient, please configure outbound spam filtering in EOP. For more information you could refer to the link provide by Andy.
