Why is the context menu slow after 2004 update?

It now takes approximately 90 seconds for the context menu to pop up when right-clicking an item on the desktop or in File Explorer. I've tried deleting all third-party apps from the context menu in the registry but it's no use. I suspect EPP, since it gets re-added automatically.

    Hi,
What's your system OS build? Type "winver" in Search Bar to check.
Latest version is November 10, 2020—KB4586781 (OS Builds 19041.630 and 19042.630). If the system has not updated to this OS build, please check for update to install firstly. To eliminate system compatibility issues, the system files are updated.
Then download the video card driver from the manufacturer's official website. Reinstall it.
Perform a clean boot and disable security software temporarily.

Also create a new user account to log in, check if the issue is related to user profile.
Hope this helps and please help to accept as Answer if the response is useful.
    Best Regards,
    Carl
