Windows server2008R2 domain controller downgrade official document

Unfortunately, Microsoft has ended support for Windows Server 2008 R2 and much of the official documentation related to it has been archived or removed.

Also, the process of demoting a domain controller is usually similar in different versions of Windows Server. You can try to follow this document to downgrade your domain controller.
