Hi, Microsoft announced that the Azure support for TLS 1.0 and TLS 1.1 will end by 31 October 2024, mentioned over here: https://azure.microsoft.com/en-us/updates/azure-support-tls-will-end-by-31-october-2024-2/.

I would like to know if this change has impact only on Azure resources, or also within operating systems of Azure virtual machines?

VMs will follow the rules of their OS. If you're using a VM then you're responsible for patching and updating it so whether it supports TLS 1.x or not is on you. Azure services that you don't host such as function apps and Azure SQL instances are impacted by the change.
