Both Namespace & Replication give you a choice to be 'First Target' or 'Last Target'.
Is this something that should be used or leave it blank?
I ask because I use it now and the 'First Target' Namespace server was offline and users had trouble connecting to the other NS Servers.
Until I turned it back on, there was trouble.

    Hi,
I'm afraid it's difficult to tell which is the best Practice, it depends on your environment and requirement.
For example , there is a link 605 under my root DFS-N , and there are there are 3 folder targets for it.
We set the referral for it by right click the link and chose properties ,then select the referral tab,

When you select the settings from the folder target as following, it will override the refer ordering configured above(1201.JPG)

In your situation, you can try to clear the box: Override referral ordering and confirm if it works for you.
Or try to set the other server which you preferred as the first target.

Do you have in 'Advanced' 'Override referral ordering' box Checked & chose 'First Among all Targets?'
