High Availability capabilities in SQL MI General Purpose tier

We are looking at using SQL MI instances as part of our migration to Azure. Some of our clients have HA setups, many do not.

I was under the assumption that SQL MI general purpose has high availability baked in at the very least for failover, but I've also read that the storage is highly available, but the SQL/compute resources are not highly available and you have to go to the more expensive Business Critical tier to get that.

Can someone clarify? Edit- I should clarify we are not expecting HA or failover across regions here, just within the data center or instance.
