There are a number of reasons why you might not be able to add external users to the document library, follow these steps to troubleshoot:1.Check Your SharePoint Online External Sharing Settings. Review the sharing settings for your organization. Ensure that your settings allow external sharing for the specific site where the file or folder is located.

2.Check the Site Level External Sharing Settings. Make sure it’s not set to “Only people in your organization”. Make the necessary adjustments, E.g., Set the external sharing setting to Anyone or New and existing guests.

- Check if select Require Check out option. When the Require Check Out option for the library is set to Yes, newly created files can't be shared until they're checked in.
Please go to library settings > Versioning Settings to close this option. Or click the ellipsis button (…) for the affected file, click the second ellipsis, find the Advanced section, and then click Check In.
