Although I have a MS Teams business account I don;t have the 'show background and effects' key available on my video in teams.

I have been through the tutorials to find out how MS Teams works but on my version the button which seems to be available on all the tutorials 'show background and effects' is missing so I don't have the option to blur my background.

    The availability of these effects depends on the OS and hardware, as noted in the documentation: https://learn.microsoft.com/en-us/microsoftteams/hardware-requirements-for-the-teams-app

    For Windows devices: Background video effects require Windows 10 or a processor with AVX2 instruction set.

    What is your OS? Windows or Mac?

    As Michev said, background video effects require Windows 10 or a processor with AVX2 instruction set.
