When searching for drive items by path in the search api some drive items are missing driveID

Question

A large portion of documents in some of my SharePoint sites are missing driveID when searched for in the graph search api. For these documents I tried to create a download link for them from sharepoint using their listID + listItemID (ex: https:/####.sharepoint.com/sites/####/_api/Web/Lists('####-#####-#####')/Items(####)/File/$value), but I am getting a 404 from that link for only files that do not have a driveId. I have not been able to find any information or other people who are experiencing this issue so any information on how to fix this issue would be appreciated.
