Welcome to Microsoft Q&A forum.
If the same error doesn’t appear on a newly created project, try to close Visual Studio, manually delete the bin, obj and the hidden .vs folder in your project/solution folder. Launch VS, rebuild your project, see if the designer can be loaded correctly.
If the same error appears on a newly created project, please try to repair VS from VS Installer > More > Repair.
Besides, it seems that you are running VS as administrator, if you try to run VS normally(non-admin), will the error appear?
BTW, can this project build and run correctly?
