Question

I want to change the azure hardware time in VM

I used the hwclock -s command to apply the system time to the hardware time, but it has changed for a while, and if I check it after the time has passed, it has been changed to utc 0 in the same way.

You can't change HW(BIOS) time for Azure VM.

You can setup time sync to use a NTP server that you control and have a different time in that way.
