when i try to add assignments such as user administrator to a account ,lets say (named adminA). I am getting this error. While doing some searching found out that sometimes assigning user role to the user helps , so added user administrator role, didnt work then added global admin role but also didnt work and gave the same error. Btw i dont have p1 or p2 licensing , so by any chance does it have to do anything with licensing. I was just trying to create a administrative unit with admins for my az-104 preparation. Is there anything am I missing?? or could microsoft team help me this issue? thank you.
