Azure has some restrictions on account creation, especially for cases where the same payment method and phone number are used. Even if you use a different email address, Azure may recognize your previous account information and therefore reject the new account creation request.
The best way to deal with this issue is to contact Microsoft Azure Support directly and explain your specific situation. You can explain that you are a student and have no other payment methods and ask them to help restore your account or guide you on how to solve the problem. Since your label does not have "Azure", they cannot see your question, so you can click the link Azure - Microsoft Q&A and click "ask a question" in the upper right corner to ask your question.
Also, as far as I know, if you are a student, Azure offers a student discount program through which you can get free Azure credits. This offer does not require a credit card and provides free access to many Azure services. You need to verify your student status using a school email address.
