Windows Language Setting Not Fully Worked

Question

I am trying to change my system language to Chinese. Here is what I have done:

• I downloaded the language page and set the display language to Chinese
• I set my machine country and region to "China"
• I set the Admin Language to "Chinese" with two options checked.

After all above steps, i still see the setting panel displaying in English. what do I miss here
