Please i need your help on this issue.

How do I know what other Admins have set to receive email notifications for service incidents.

I would like to know what other admins has set in their account.

You can't. Each admin can set their own preferences and they are part of their user profile, including adding a second email address to receive notifications on. There's no option to view this in your tenant for other admins.
