Does E3 for M365 License include the below request or will additional licenses have to be purchased?

Question

We will be building the SharePoint Intranet Site on the SharePoint Platform.  While drafting the Intranet Requirements, I gave some thought to some of the features we need, and understand that we will need the following apps:

 

1. PowerApps for Admin Panel
2. PowerApps Forms
3. Power Automate for Approval Workflows
