How do you fix "4009: Message is rejected by Microsoft Entitlement System." when sending a SMS

Whenever I go to send a SMS it just rejects it with this message. I tried searching around but it seems to be pretty rare. I tried changing the body of the text but no matter what I do it just rejects it by some entitlement system. What's wrong with Azure?

2024-08-16T17:23:47.04+00:00 Note: I already have an approved regulatory document. I also tried buying a 2nd phone number and I receive the same message. Is anyone actually able to use Azure for SMS?
