Support claims I blacklisted myself by sending a single test message before the approval finalized. Based off the documentation and other comments I think it's a lie. My best guess is maybe the previous person that had the number may have blacklisted themselves and it wasn't removed when the number was picked up by me.
Support had to escalate the request to another department that deals with it. They removed the restriction and now I can send texts freely. The whole process took about a week. @Joost van der Linden contact support and cross your fingers, good luck.
