I see that you are unable to remove Azure AD / Entra Tenant with message ' 'Get permission to delete Azure resources'. You can review following article which has detailed steps on how you can clean up your Entra ID Tenant before you proceed with its deletion. Delete a tenant in Microsoft Entra ID.
By going to this page and make changes (like toggle yes/no) gave option to save, I assume you might have tried it if not please try.
In order to be able to remove an Entra ID tenant you must be a global administrator, who will delete the organization. Ensure you are signed in as a Global Administrator for the tenant you want to delete.
