Conditional access is the preferred method to use, however there are other, free to use methods as well. Depending on the type of subscription you have, you might use Security defaults and/or per-user MFA. Even without any subscription, admin accounts can be protected by MFA, see for example this table: https://learn.microsoft.com/en-us/entra/identity/authentication/concept-mfa-licensing#available-versions-of-microsoft-entra-multifactor-authentication
Why do I need Microsoft Entra ID Premium while you guys are enforce us to use MFA?

I got an email that we need a MFA from October 15 2024. However, when I tried to follow the instructions, Home > Security > Protect > Conditional Access screen told me that I needed Entra ID Premium to create my own policies. I use Azure with my personal subscription so that I can check things out for my work so, that I can apply how it works to my actual work. So, I don't need a paid subscription constantly. Please tell me if there is any way to use MFA without an Entra ID Premium subscription. Otherwise, it is an unfair way to force the customer to subscribe to premium service.
