I understand that you received an email to setup multifactor sign in for an azure tenant, but you cannot find a way to set it up.
Starting 15 October 2024, we will require users to use multifactor authentication (MFA) to sign into the Azure portal, Microsoft Entra admin center, and Intune admin center. To ensure your users can maintain access, you’ll need to enable MFA by 15 October 2024.

You can configure MFA in 3 different ways.
1.If you are using Microsoft Entra ID Free edition, then you would have 2 ways to enforce MFA on users,
- Security Defaults in Microsoft Entra ID, however this enforces MFA on entire tenant and enforces users to register for MFA. More details on following documentation link: https://learn.microsoft.com/en-us/entra/fundamentals/security-defaults
- Alternatively, you can enable per-user Microsoft Entra multifactor authentication to secure sign-in events. This would allow admins to enable MFA for specific users from Legacy MFA portal. 2.If you have Microsoft Entra ID P1 license, you should be able to create Microsoft Entra ID Conditional Access Policy targeting specific users or groups with Grant Control as MFA.
3.If you have Microsoft Entra ID P2 license, you should be able to create Microsoft Entra multifactor authentication registration policy targeting specific users or groups under Identity Protection blade. https://learn.microsoft.com/en-us/entra/id-protection/howto-identity-protection-configure-mfa-policy
