Managed Instance has the normal performance diagnostics available on SQL Server, like the Query Store, DMVs that track wait stats and session resource utilization, as well as additional tools like Intelligent Insights and Azure SQL Analytics.

I have a SQL MI which contains 10 database. Out 10 database, 1 database is facing issue in performance. Do I have to increase the tier of SQL MI or apply some DMV to check the issue and then increase the size of SQL MI?
What is the best practice?
