If Administrators' effective access rights exclude changing permission how can that be reversed?

under this situation if Administrator doesn't have access to files and folder then you can't change it. Not even icacls /reset works, unless there is an account for more rights than the administrator just for this operation, is there?

Furthermore, this could be a way to corrupt the system. In my case this is the result of every installation I have tried.

I suspect one of the updates, a security updates causes this.

There has to be way to reverse this because windows updates are notorious fir going wrong.

Windows us hardly a simple and solid OS and therefore it must have ways to give the Administrator tall the rights it needs even at the rust of security. Maybe, the security control can be checked after any change by the Administrator account.
