PKCS Cert Deployment - Some devices showing as "not applicable"

We are working on deploying some PKCS certs via Intune to end user's devices. For 9 users, this worked great, but for 2 it is showing as "not applicable". When clicking into the device, there are no errors or additional information.

What causes this not applicable status, and what are the next steps for troubleshooting this? I have checked the MDM event logs on the device, but I see nothing notable. These devices have no real difference either from the devices that applied successfully.
