How do I copy documents across site collections in SharePoint Server 2019

Question

I have multiple site collections in SP2019.

I would like to copy/move a document from a library on one site collection to another site collection.

I've read that I should be using Content Organizer for this, but when I try creating rules in Content Organizer, it doesn't accept destinations outside of the current site collection.

Please assist.
