Thank you for posting in Q&A forum.
Basiclly the “Network Configuration Operators” group is designed to allow non-administrative users to configure network settings on local machines like change IP address, DNS setting or other network-related configurations.
Can you let us know what's the real opeartion you are trying

Non-admin users in the "Network Configuration Operators" can no longer configure network settings on local machines; UAC will keep prompting for an actual admin user's credentials.
