Hi:
The idea is to add InkCanvas to the Layer through the Add Button, this button would add the new inkCanvas to the layer and then work with blank inkCanvas

@Javier R You could add a InkCanvas through the Add Button with the following code:

  <Grid x:Name="grid" Width="300" Height="300" Background="AliceBlue">    
    ......          
    private void button_Click(object sender, RoutedEventArgs e)  
    {  
        InkCanvas myInkCanvas = new InkCanvas();  
        myInkCanvas.InkPresenter.InputDeviceTypes =  
        Windows.UI.Core.CoreInputDeviceTypes.Mouse | Windows.UI.Core.CoreInputDeviceTypes.Pen;  
        grid.Children.Add(myInkCanvas);  
    }

But, I’m confused with “toggle with multiple InkCanvas”. Could you please tell me what the purpose of multiple InkCanvas?

to add to the layer to see different inkCanvas and including what's white.

@Javier R If you want to see different color of InkCanvas, you could try to use an InkCanvas control paired with an InkToolbar control referring to the document Inking controls. Pair the InkCanvas with an InkToolbar, you could activate ink features and setting basic ink properties such as stroke size, color, and shape of the pen tip.
