„low" Quotation marks instead of "high"

For my University I need to use the  „lower quotation marks" both in English, Dutch and German, however I cannot seem to change the settings in word to get this done.

    Hi,

    Let’s open Word > Click on File >Click on Insert > Under Symbols click on Symbol > Click on More Symbol > under Symbols locate the Low quotation symbol > Set a shortcut and verify the results.
