Unable to find Upload File option for updating app manifest on https://admin.teams.microsoft.com/

As an admin on the tenant, I cannot find the "Upload File" option to update the manifest for our custom app. This option is not available even for the global admin account. Attached is a screenshot for reference.

As an administrator, can you upload custom apps?
