About restricting of viewing excel file other than specific people

Question

I want to restrict users to view excel file other than specific people

only specific people can access file and when the other users tries to open other than specific people they should not access or open that file

Is it possible???

You can create unique permissions for an Excel file so that you can restrict specific people to view an excel file regardless of what permissions users have in the library or site.

Thank you for the reply

but the problem here is Excell file is my local file of onedrive rather sharepoint

and I did try to add user on manage access but when I share a file to user A who has edit permission he can able to send to to user C which is not my requirement but I have verify that C cannot send it to D

Although I have stop sharing and only add A to manage access but C can also see the file which was problem
