I am unable to install SQLServer2017-SSEI-Dev using the SQLServer2017-SSEI-Dev.exe file

I am installing SQL 2017 server on Windows 11 Enterprise version. I have .Net version of 4.8.1 . When i tried to install it, and run as administrator, the application just doesnt work. It will ask, "do you want this to make changes to you device?", i click Yes, and then thats it. it stops and nothing on the screen. This is very annoying and i am stuck for a week. I reinstalled .net , MySQL everything , including windows update.

Run eventvwr to open Event Viewer.
