As i know: Roaming signatures are only available for Microsoft-hosted mailboxes, such as Microsoft 365 mailboxes and Outlook.com. They do not apply to non-Microsoft mailboxes like Gmail, iCloud, or Yahoo. Additionally, roaming signatures do not yet sync to Outlook Web App (OWA) or mobile devices like Outlook for Android and iOS.
If you are using a M365 account, please go to the File > option > General to check if the checkbox Store my Outlook settings in the cloud is ticked. If you meet all of the above requirements but still encounter issues with synchronization, please try closing Outlook, waiting for about 30 seconds, and then launching it again. This should prompt Outlook to check with Exchange Online and pull the latest signature.
