Calendar Tracking on Personal Calendars not working

When I send a meeting invite in Outlook from my personal calendar and someone responds the "Tracking" page still shows "None" as their response.

Things I have tried:

  1. Disabled email on my phone, tested no good
  2. Disabled add-ins in Outlook (I launched Outlook in safe-mode), tested no good
  3. Gone through the following document: https://learn.microsoft.com/en-us/outlook/troubleshoot/calendaring/meeting-tracking-tab-not-updated

After going through the document and looking in MFCMapi.exe I can see that the meeting response does NOT have the PR_PROCESSED property and the PR_RECIPIENT_TRACKSTATUS property in Smart View has a flag of "respNone"

Unfortunately, the document ends there and does not give any information on how to fix this.

The tracking tab DOES work in Shared Calendars though.

    What is your account type? outlook.com?

    As far as I know, other attendees in the meeting will be able to see each other's response status, and the email addresses of all attendees and organizers in the meeting must be hosted on Exchange Online, and for reference, you can view this official document: Attendees can see others’ responses to a meeting invitation.
