how can a user share their dashboard with people outside their organization?

I have a client who created some reports in Power BI. They want to share these reports with their client. They can't do it! They tried sharing the dashboard, sending an invite, and even tried making them guest users of their tenant and giving them PowerBI licenses. None of these methods worked. Please tell me what they are doing wrong !
