Still need manuel assign license?

Hi,

I do have customer purchase Microsoft Defender for Office 365(Plan 1), want to ask is turn on standard protection in Microsoft Defender portal do I still need manually assign license one by one to every user? Because is hundred of user is quick difficult do one by one.
