If I upgrade my Basic SKU public IP to a Standard SKU in Azure, will the IP address remain the same?

As the title, If I upgrade my Basic SKU public IP to a Standard SKU in Azure, will the IP address remain the same?

Also Can I detach a public IP and assign it to a new resource group in Azure and keep the same IP address in a Standard SKU in Azure?

As long as the basic Public IP address is static assignment, it can be retained and reused
