I really enjoy Windows Task Manager. It is a light weight app that provides much useful info. I configure it for logical CPU and kernel times plus other stuff. I have applied the December patch Tuesday updates on a number of machines and the results have been the same. Task Manager is reset to defaults including Windows position. No big deal. But is this the expected result of the December updates? Sad.

December 8, 2020—KB4592438 official website doesn’t mentioned task manager related content.

I remember when just upgrade to 20H2, task manager was reset to default state, after clicked More details button, it becomes complete display until now. Maybe your discovery and deduction are correct, but it doesn’t influence us much, ignore it.
One more thing, a small tool called Process Explorer also provides much useful info like Task Manger, you could have a try.
