I have the same issue.
It is not clear to me why the link based on a SCIM token is no longer there. Previously I was able to exchange a SCIM token, generated in Apple Business Manager. In the last months something is changed and this option is not available anymore when setting up a new federation. Another issue with the new setup is that you are not able to sync a specific group of users with ABM.

We have the same issue. The token keeps expiring.
The suggestion from James below does not make sense - how do we configure the token lifetime for a specific app in this case?
