MS Defender VPN won't successfully turn on.

MS Defender will not successfully turn on the VPN service.   It eventually times out and fails to connect.  MS Defender version 102.2408.15002.0 running on Windows 11 Home, 23H2 build 22631.4112. 

No error is reported by MS Defender instead the VPN status simply returns to "OFF"

An error does appear under Settings in:

Network & Internet > VPN      

Microsoft Defender VPN (Not Connected)       Can't connect to Microsoft Defender VPN This operation returned because the timeout period expired.  

Additional information can be found in Event Viewer:

  1. The user SYSTEM has started dialing a VPN connection using a per-user connection profile named Microsoft Defender VPN.

2) The user SYSTEM is trying to establish a link to the Remote Access Server for the connection named Microsoft Defender VPN using the following device: Server address/Phone Number = https://wan.bam0fguf8f0pmnvqxevmdt1lc.vpn.azure.com

3) The user SYSTEM has successfully established a link to the Remote Access Server using the following device: Server address/Phone Number = https://wan.bam0fguf8f0pmnvqxevmdt1lc.vpn.azure.com

4) The link to the Remote Access Server has been established by user SYSTEM.

5) Microsoft Defender VPN requires attention.

  1. ERROR:  "The user SYSTEM dialed a connection named Microsoft Defender VPN which has failed. The error code returned on failure is 1460."

I've tried uninstalling and reinstalling MS Defender several times with no change in behavior.  

Any ideas what might be going on and how to fix it?

    Thanks for the suggestions. I have verified that my connectivity is stable, the VPN setting are the same as another computer on our network and there are no firewall issues. I am able to successfully run NordVPN without issues. I was hoping to switch to MS Defender but I'm unable to get it to connect. For what it's worth I did uninstall NordVPN before trying MS Defender to avoid any conflicts.

    I may have to switch back to NordVPN if I'm unable to resolve.

    To further troubleshoot this issue, please kindly try below steps:

    1. Check if the network connectivity is stable and that there are no network issues.
    2. Verify the server address and credentials in VPN Configuration under Settings > Network & Internet > VPN.
    3. Check if there's any firewall and antivirus blocking the VPN connection.

    4.Make sure that your network drivers are up to date
