Windows Hello - bluetooth second factor

Hello,

after rebooting, all our laptops have an issue with pairing windows hello to bluetooth phones. After about 60 seconds of delay, the "second factor verification failed" message finally goes away and I see the "phone / additional factor verified".

After logging in, everything works smoothly, even for consequential logins, but the issue is horrible for users logging in for the first time after turning their computer back on after a complete shutdown.
