Entra ID: Creating new tenants to separate subdomains for per domain AD

I'm a contractor working with a company that has started a few new companies. Each of the new companies have had a public domain purchased for them and those domains have been added to the parent company's O365 account so under this single tenant company are multiple domains and users.

Would it be possible for me to create new tenants under this primary tenant and reorganize (move) users into their new respective tenants without disruption or would I have to recreate each user under their new tenant? Would separating the users from their original tenant create licensing issues?

    There is no concept of "tenants under a primary tenant" in Entra ID. Each tenant is independent of others. There is also no native support for "migrating" users between Entra tenants - but you can automate the process of creating user accounts by following https://learn.microsoft.com/en-us/answers/questions/15661/migrate-users-between-aad-directories-tenants

    As Marcin mentioned, it is not possible to create new tenants under any primary tenant. In your case, we see that all your public domains have been added and verified in one tenant (let's call it Tenant A). If Tenant A includes domainA, domainB, and domainC, where you already have users in all three domains, and you want to manage these users in another tenant (Tenant B), you cannot move users from Tenant A to Tenant B. You will need to create all user accounts manually in Tenant B.

    First, you should verify your public domains in Tenant B by adding the necessary TXT and MX records. Once the domains are verified, you can create the users with the verified domains in Tenant B and assign the appropriate licenses to each user.
