The first one you’ve mentioned is indeed a known issue of KB4592438. And Microsoft has listed it in the support documentation of KB4592438. The issue has been resolved and a solution was provided for devices which have already encountered this issue.
But there is no evidence that installing KB4592438 through WU would cause a system stuck. If encountering an issue during update, Troubleshoot problems updating Windows 10 is recommended.
