How can "Site Members" get visibility on all projects in Project Online?

I am encountering a problem with SharePoint permissions wherein users who are not set as a "Site owner" lose visibility on all projects. Setting the permission level to "Site member" results in a loss of visibility on the projects. Can anyone suggest a solution to this issue so we can properly configure Project Online permissions?
