No workspace is visible in Partner Center

I am new to partner center, was trying to follow the process of upgrading the Home license to Edu. (https://learn.microsoft.com/en-us/partner-center/customers/upgrade-windows-to-education)
But in the Partner Center I am getting this.
We've also tried help section in it, It isn't allowing me to raise a support request.
All I want is to upgrade Home Edition of windows to Edu.
