I didn't understand the billing of my azure subscription when I upgraded. Now I have a bill that is too large to pay at once. Is there a way to get a payment plan for my unplanned increase in payment? Or can I get the amount decreased?

For this, the best course of action is to contact billing support to assist with this. To do this use: https://azure.microsoft.com/en-us/support/create-ticket Billing support is free.
